In 2007, Hanam defined the week including September 27 as the period of festival and planned to hold various art and culture events. It is a annual event for succeeding local culture and contributing to the sound development of the city by cultivating local community consciousness and inspiring the love for home.

Since Dongbu-eup, Gwangju County was promoted to Hanam City, the city has opened Hanam Culture Festival every year for celebrating the day. However, the city officially reported the name of festival for finding local characteristic and identity of Hanam City and has held Iseong Culture Festival named after "Iseongsanseong(mountain fortress)" located in Chungung-dong, which is asserted as the first capital of Baekje. There were various art and culture festivals including Korean classical music performance, dance, classic guitar, belly dance, city chorale performance, fine art contest, museum special exhibition and music concert. However, they will be held in event week from 1007.

It was quoted from the fact that Onjo and Biryu, who were founders of Baekje, selected Hanam Wiryeseong as capital and constructed Iseongsanseong and the theory that Iseong means Onjo and Biryu.

As a dance contest using the name of "Iseongsanseong", which is a representative mountain fortress of Hanam City having the background of the age of three Kingdoms, it is the festival that is known for the place of confrontation between superior dancers, who have superior artistic talents and competitiveness.
